Dowling Forest Precinct Review

Update on Project

In response to concerns raised by some landholders, the City of Ballarat has undertaken research to understand any issues within the Dowling Forest Precinct, including a review of the property market and investigations into planning controls. This research identified a number of key concerns which may be able to be addressed by some changes to the Planning Scheme.

Following community workshop sessions on 5 March 2019 and 6 May 2019, the Dowling Forest Precinct Planning Controls Review 2019 report has now been prepared and is now available for public comment. The document can be found on the right hand side panel of this website under 'Documents'.

Submissions - close 9 August 2019

If you would like to make a written submission please do this via email at strategicplanningsubmissions@ballarat.vic.gov.au post to City of Ballarat, Attention: Lisa Kendal, PO Box 655, Ballarat Vic 3353 or in person at The Phoenix Customer Service Centre, 25 Armstrong Street South, Ballarat. Please make your submission by close of business on 9 August 2019.

Upcoming Planning Controls Community Meeting

You are invited to attend our upcoming workshop associated with the current planning controls and the Dowling Forest Precinct Planning Controls Review 2019. The workshop will be held on:

Monday 29th July 2019, Miners Rest Community Hall

3pm-4pm - Community Workshop and presentation by consultants

4pm-6pm - Drop in session - opportunity to chat with consultants and Council staff

What area does the review cover?

The land considered in the study includes Special Use Zone 13 and Farming Zone A and B. (Shown below)

What are the next steps?

If there is a recommendation to change the planning controls, this will be undertaken through a formal Planning Scheme Amendment, which would commence in late 2019.

The recommendations of this research and consultation will also be incorporated into the final Miners Rest Township Plan.
