What is the Local Government Act 2020?

    The new Local Government Act 2020 is the most ambitious reform to the local government sector in over 30 years. The Act will improve local government democracy, accountability and service delivery for all Victorians.

    The Local Government Act 2020 will be proclaimed in 4 stages:

    • Stage 1 - 6 April 2020
    • Stage 2 - 1 May 2020
    • Stage 3 - 24 October 2020
    • Stage 4 - 1 July 2021

    The first phase of reforms was proclaimed on 6 April 2020. The Local Government Act 1989 will gradually be repealed.

    What are the Governance Rules?

    The Governance Rules include the way Council conducts meetings, makes decisions, takes records of meetings and features an Election Period Policy.

    They also cover the mayor and deputy mayor's election, specific mayoral powers and conflict of interest disclosure.

    The rules are being changed to ensure good governance and transparent Council decision making in the community's best interest.

    Many of these Governance Rules elements are derived from the Meeting Procedures Local Law 2018, which it is proposed they replace.

    These rules must be implemented by September 1.


    What is the Public Transparency Policy?

    The Public Transparency Policy supports Council in its ongoing drive for good governance and reinforces the importance of open and accountable conduct as well as providing guidance as to how Council information is to be made publicly available.

    All of the submissions will be collated into a report for Council and presented to them at a briefing in August.
