The Geographic Place Names Act 1998 defines “place” as “…any place or building that is, or is likely to be, of public or historical interest…”. Suburbs, roads, streets, parks, creeks, lakes, hills, hospitals, schools, universities, railway stations and sporting facilities are included. Private facilities like large shopping centres, industrial or residential unit developments and retirement homes or villages (including roadways within them) also fall within the definition.
Council is required to seek public comment before making any decision on a naming proposal. These articles are issued to encourage informed discussion and comment on proposals.

Djila-tjarriu - Place of play ( pronounced Jilla-ja-roo)
All naming proposals conducted by the City of Ballarat are undertaken in accordance with the statutory ‘Naming Rules for Places in Victoria’. The Naming Rules are mandatory for all naming authorities.
The Proposal in Brief
If implemented, this proposal will assign the name Djila-tjarriu to the a newly constructed central park in the Ballymanus Estate.

Locality and Details
Located in the Ballymanus Estate on Ballarat-Carngham Road, Alfredton, the Central Park consists of four hectares of parkland including playground equipment, skate and scooter track, grassed oval, multi-use court, and picnic and BBQ facilities.
Background to Development of the Site or Feature
The City of Ballarat introduced the Ballarat West Development Contributions Plan (DCP) for development of land in Ballarat West Growth Area. The Ballarat West DCP ensures the development and timely delivery of infrastructure to new communities in the Ballarat West Growth Area to create liveability, connectivity, and social wellbeing.
Background to the Proposed Naming
The City of Ballarat and the Wadawurrung Traditional Owners are proposing to name the Central Park in the Ballymanus Estate Djila-tjarriu,( pronounced Jilla-ja-roo) and meaning place of play.
The City of Ballarat has collaborated with the Wadawurrung to receive language permission for the use of Djila-tjarriu – Place of play.
Rationale for the Naming Recommendation
The proposed use of an Aboriginal name for the park is an action that is in keeping with the current Naming Rules which state:
“The naming of new places and roads is largely generated by the rapid expansion of outer-metropolitan and regional residential developments. These developments provide opportunities for contemporary and historic Aboriginal naming themes to be adopted”.
Aboriginal language is central to the culture of our Indigenous Australians who have an ancient connection to the land on which we live. The City of Ballarat supports the use of Aboriginal names where possible; this is an action that is consistent with Council’s adopted Reconciliation Action Plan.

Interested individuals and organisations are encouraged to make submissions in favour of, or against this proposal. Please note: if no valid submissions are received, it will be assumed that there are no objections to this proposal.

Background and Rationale
The City of Ballarat introduced the Ballarat West Development Contributions Plan (DCP) for development of land in Ballarat West Growth Area. The sub-precinct Bonshaw Creek has seen large residential and commercial development occurring and reconstruction of key roads within this sub-precinct. The northern section of Webb Road was reconstructed recently as part of a residential development resulting in the road alignment of Webb Road having the appearance of a continuation of Ascot Gardens Drive.
The City of Ballarat is proposing to rename this section of Webb Road to Ascot Gardens Drive to avoid confusion about the road alignment for residents and emergency services.

The park will be situated within a new housing estate located off the Ballarat-Carngham Road in Alfredton. An excerpt from the landscape master plan showing the location of the park within the estate is included below.
Background to Development of the Site or Feature
Ballarat is a growth area with the majority of the expansion occurring in the Ballarat West Growth Area. The park will be developed as part of an estate and will feature play spaces and activity areas to cater for the emerging community. Landscaping will involve the planting of a variety of tree and plant species to provide an attractive community amenity created within current guidelines to benefit future residents.
Background to the Proposed Naming
An Indigenous name has been proposed for the park. Consultation has occurred with the Traditional owners of the land through the Registered Aboriginal Party, (RAP), the Wathaurung Aboriginal Corporation. Naming Rules stipulate that the RAP must be consulted when considering the use of an Aboriginal name for any place. The name proposed is Karingga Park. In Wathaurung language, the word Karingga means, ‘grow” which is fitting for this area of rapid growth.

Background and Rationale
The area in question is situated in the Ballarat West Growth Area (BWGA). This area of land has undergone rapid development in recent years and many new roads have been constructed in order to service the numerous housing estates that have been created.
Ascot Gardens Drive is a collector road that now adjoins this section of Webb Road and its construction is such that it would now appear that the subject section of Webb Road forms part of Ascot Gardens Road rather than a segment of Webb Road. The historical alignment of Webb road did in fact see the road turn a sharp right at the intersection of what is currently Ascot Gardens Drive and Webb Road, this was never an ideal alignment and quite confusing.
The existing alignment is a legacy of earlier times and it is considered that re-naming this section of Webb Road to Ascot Gardens Drive is the most sensible option and will remove the ambiguity of the current situation which will in turn create a safer road alignment.

The road was previously seldom used for traffic but with the recent addition of a residence that is accessed from this road, it is necessary for a name to be assigned to it for addressing purposes. There are many wildflowers that grow alongside the road in question, in fact over 20 varieties have been identified. Fittingly the name Wildflower Lane has been proposed. This name is also compliant with the current Naming Rules for places in Victoria.

The name proposed is Chinese (Mandarin) in origin, Dianchi is a place name in China. When Ballarat was first settled and during the Goldrush era many Chinese immigrated to Ballarat, in fact around a quarter of the men and women on the Goldfields were Chinese, second only to the English in numbers. Despite their numbers, there are relatively few Chinese names used for place naming historically in the region. The use of a Chinese name would go some way towards affording the Chinese some further recognition given their numbers and representation through early Ballarat history. The use of a Chinese name pays homage to the rich history that Ballarat shares with its Chinese population.
