Project Overview

The development of a Precinct Plan for Binney Reserve is essential to ensure the open space is enhanced in a way that benefits the whole community. As part of this planning process, the proposed integration of Black Hill Kindergarten into the reserve is being investigated along with enhancements to the reserve informed through local knowledge and community insights.

Recent changes to State Government requirements for increased kindergarten hours have created a need for additional kindergarten places within the Black Hill community. The construction of a new kindergarten next to a primary school is a major policy priority for the State Government and can increase the chances of Councils attracting significant grant funding to make it happen.

We want to ensure residents and community members have an opportunity to identify priorities and considerations for Binney Reserve so that when planning for a new building at this site, we are also ensuring local needs are addressed.

  • Considerations include

    Design of a new kindergarten - with the existing kindergarten currently at capacity, there is a need for a bigger facility, co-located with the school. Initial site investigations have informed where this facility may go on the reserve.

    Improved connections and carparking - opportunity to provide formalised carparking and traffic management methods to make better use of the space and improve safety.

    Revegetation - opportunity to improve the biodiversity and environment features of the reserve

  • Future improvements identified in strategic plans

    Future upgrades to the oval and the Black Hill Pool, also located within the reserve, have been identified in the City of Ballarat Recreation Infrastructure Plan and may be considered over time. This may include potential upgrades to the pool kiosk, changerooms, and oval surface.
