NP247 Naming the netball Court at C.E Brown Reserve the Sally McLean Courts

The City of Ballarat has received a place-naming proposal from the Lake Wendouree Football Netball Club to name the netball courts at C.E. Brown Reserve the Sally McLean Courts, in honour of the late Sally McLean.

This proposal is part of Council’s ongoing work to improve gender equity in place naming across the municipality. Through a pilot program supported by Geographic Names Victoria, the City of Ballarat is seeking to increase female representation in the names of local places and features.

Naming the netball courts after Sally McLean would formally recognise her legacy and lasting contribution to local sport and the Ballarat community. Note: This proposal relates only to the netball courts at C.E. Brown Reserve. It does not propose renaming the entire reserve.

Who was Sally McLean?

Sally McLean served the Lake Wendouree Football Netball Club for more than a decade in a range of leadership roles, including U18 Coach, Senior Coach, Netball Coordinator and mentor. Under her guidance, the Lakers became a dominant force in the Ballarat Football Netball League (BFNL), known for their excellence, humility and sportsmanship both on and off the court.

Sally’s coaching career included 10 grand final appearances and 7 premierships, including the historic 2010 season, when the Lakers won all four netball premierships on offer - a record that remains unmatched.

Her peers and BFNL officials recognised her leadership repeatedly, voting her Coach of the Year in nearly every season of her tenure. She was also named Coach of the “BFNL Best Netball Team of 20 Years”.

Beyond her achievements, Sally was admired for her resilience and dedication. Despite facing serious illness and undergoing more than 11 operations, she missed only three games during her time as Senior Coach. Her courage and commitment inspired players and community members alike.

Sally retired from coaching in 2013 to focus on her family and health and sadly passed away in 2015. Ten years on, her influence continues to be deeply felt across the Lake Wendouree Football Netball Club and the wider Ballarat sporting community.

This proposal is to name the netball courts only at C.E. Brown Reserve the Sally McLean Courts. It does not propose renaming the entire C.E. Brown Reserve — only the currently unnamed netball court area within the reserve.

Commemorative naming proposals follow theNaming Rules for Places in Victoria (2022), which set out how names are chosen and approved.

When a person is being recognised, their achievements, connection to the area and contribution to the community are carefully considered before a proposal is supported.

To ensure consistency across Victoria:

  • Commemorative names generally recognise people who have passed away, allowing time for reflection on their legacy.
  • It is preferred that only the person’s surname be used for roads or features, unless their full name is widely recognised.
  • Each proposal must include a short biography outlining the person’s history, achievements and connection to the location.

The City of Ballarat is developing a Commemorative Name Bank to guide future naming proposals for roads, parks and community facilities.

This initiative helps honour individuals who have made a significant contribution to the Ballarat community or hold historical importance.

    • The person’s birth and passing dates
    • Their connection to Ballarat
    • Their key achievements or contributions

Alternatively, you can make a nomination through the Remember a Local – Name a Place campaign.

Submissions through this campaign are referred to the relevant council for consideration under the naming rules.

This work also connects with the Finding Her Research Hub, a pilot program delivered in partnership with Her Place Women’s Museum and supported by Geographic Names Victoria.

The program aims to improve gender equity in commemorative place naming by recognising the women and gender-diverse people who have shaped our region.

Council is required to seek public comment before making any decision on a naming proposal as per the Naming rules for victoria 2022. Interested parties are encouraged to make submissions, whether for or against a proposal.

Submissions on the proposed name of 'Colquhoun Lane' are invited and will be received by council until 5pm 6th of October 2025.

If no submissions are made it will be assumed that there are no objections, and council will proceed with the naming Process
