This phase of community engagement is now closed. Contributions have been reviewed and an Eastwood Leisure Complex Engagement Summary report added to the documents section on this page.
The community survey was undertaken to understand current visitation and usage of Eastwood Leisure Complex, and to identify priorities and ideas for the facility in the future.
Over 250 people participated in community engagement activities for the redevelopment of Eastwood Leisure Complex.
Findings of the community survey will be used to inform the detailed design phase of the project.

Eastwood Leisure Complex - Redevelopment
The City of Ballarat in partnership with key stakeholders is planning a major redevelopment of the Eastwood Leisure Complex to deliver high quality, accessible infrastructure for current and future users of the facility.
Currently the Eastwood Leisure Complex has approximately 100 user groups utilising the facility each year and over 1000 participants visiting each week.
The redevelopment of the existing Eastwood Leisure Complex is an exciting project and will create a contemporary meeting and activity hub, providing an opportunity for generational change in the heart of the Ballarat Central Business District.
In partnership with key stakeholders, draft concept plans were developed to support Council in seeking funding to progress the project and as a guide for the community to make comment and inform the detailed designs.
Engagement with the broader community is an essential part of this project as it aims to identify priorities and ideas for the facility now and into the future. We are encouraging community members to complete the community survey to provide this information.
Community and stakeholder feedback is important, and this feedback will inform detailed designs to be developed during the 2023/24 financial year.
Council is continuing to seek external funding to contribute towards construction of the new facility. Provisional timeframes for construction are 2024/25 and 2025/26.
How can you have your say?
There will be four community drop-in sessions to seek feedback from the wider community on the draft concept plans. The draft concepts were developed with key stakeholders from the committee of management to support Council seek external funding for this project. What a new community hub will deliver
- A new multipurpose and fit for purpose community hub on the existing Eastwood Leisure Complex site
- An important medium-sized conference and community event space for community celebrations, cultural events and meetings
- Meeting rooms and spaces include 10 meeting / training rooms, 2 multipurpose activity rooms and a main hall
- Improved toilets, storage, office and administration areas
