Heritage Gaps Review Program

The Heritage Gaps Review Program (HGRP) encapsulates a series of projects that have been developed by the Heritage Team at the City of Ballarat in response to increasing community concerns regarding how we protect and manage our heritage places as well as known geographical, typological and thematic gaps in our existing protection of heritage.

Commencing in 2023, City of Ballarat officers have been preparing the building blocks for this comprehensive program of work to ensure the vision of the Council Plan - that sees Ballarat as ‘Victoria’s Heritage City' - can be met now and into the future. The projects that make up the HGRP have been devised to identify what is required to amend existing heritage ordinance within the Ballarat Planning Scheme to secure protection, certainty for owners and developers, justification for good decision making with regard to heritage and sound conservation guidance.

The City of Ballarat plans to deliver these projects for the Heritage Gaps Review Program by 2030 and are currently seeking community consultation for Project 3: Beyond the Precincts


The City of Ballarat is now seeking consultation for Project 3: Beyond the Precincts.

The City of Ballarat commenced the Thematic Environmental History (T E H) in February 2023. The project is currently at delivery stage and will be finalised by the EOFY 2024. The MySay page for the T E H can be accessed here: Ballarat Thematic Environmental History | MySay Ballarat

What is a T.E.H?
The Thematic Environmental History identifies the key themes which have shaped the municipality over time such as Living on Country as First Peoples, Arriving and settling as colonists, Building the city, towns and villages, Government, politics and protest.

Why is it necessary?
T.E.H underpins all future heritage assessments because it helps us understand whether a theme is represented in local heritage register.

The Wadawurrung Traditional Owners Aboriginal Corporation (WTOAC) has kindly provided comments and suggestions on the T E H.

This project develops a standard methodology for our future heritage studies and reviews. The objective is to provide a solid foundation to ensure consistency and a best practice approach to heritage studies and assessments, regardless of the author or year in which the work is undertaken.

The project commenced in July 2023 and finished in November 2023. The methodology is currently being tested in a pilot study.

What is the Pilot study?

The pilot study tests the methodology by applying it to a series of heritage studies such as Identification and assessment of new individual places, heritage precincts and serial listings within the urban and rural context, review and re-assessment of existing heritage precincts, review of existing Individual heritage places.

Why is it necessary?

We need to make sure the methodology works for the whole program.

What is it?

We are looking for places of potential heritage significance (missing from heritage list) within the Buninyong and Learmonth Township areas, Ballarat and Ballarat East and Nerrina Township areas and the localities of Alfredton and Lake Gardens.

Why is it necessary?

Looking at areas outside heritage precincts help us find places missing from the heritage list.

Consultation with the Wadawurrung Traditional Owners Aboriginal Corporation (WTOAC) is ongoing. WTOAC and City of Ballaart are exploring preparation of a Cultural Values Assessment.



What is it?
Heritage policies in Ballarat Planning Scheme help statutory planners manage heritage places and precincts in the municipality.
Heritage guidelines provide information on various matters such as development, additions, alterations, demolitions, subdivision, conservation and maintenance, ... Heritage guidelines are useful for owners of heritage properties and planners.
Why is it necessary?
Having clear policies and guidelines help us conserve heritage while allowing for change.

What happens next?

The Heritage Gaps review program is a long term project with several components. We are aiming to maintain this page as a developing portal to keep our community informed and involved.

We are planning to commence project 4 (Review Heritage Policy and Design Guidelines part1) in the coming months.
