Council endorses continuation of shared e-scooters and e-bikes

Between 30 July and 25 August 2025, Council invited the community to share their experiences and views on shared e-scooters and e-bikes.

Since December 2021, Ballarat has taken part in the Victorian Government’s shared e-scooter trial, with Neuron Mobility operating under a Local Laws permit. Community feedback, alongside usage, safety and compliance data, was used to inform Council’s review of the trial and the future of shared micromobility in Ballarat.

What we heard

  • More than 440 people shared their views.
  • About three in ten had used an e-scooter or e-bike
  • Seven in ten hadn’t but provided feedback based on their observations in the community.

Council decision and what happens next

Following the conclusion of the three-year trial, Ballarat City Council has voted to continue offering shared e-scooters and e-bikes as part of the city’s transport mix.

The decision means that:

  • A competitive process will begin to select a single operator under a new three-year permit
  • Designated parking bays and signage will be introduced
  • Stronger safety, compliance and enforcement measures will be implemented
  • Shared e-bikes may be added alongside e-scooters
  • Service areas could expand to key destinations such as Federation University and growth suburbs

During the trial, more than 370,000 trips were taken, with over 833,000 kilometres travelled, demonstrating the role shared micromobility can play as a flexible and sustainable transport option for Ballarat. The selection process for the next operator is expected to commence in early 2026, with the new service launching later in the year.
